"Future Search" Conference hold in Shichahai community --- The residents experience participatory management

From January 30th to February 1st 2007, more than sixty habitants of the Shi Sha Hai area had gathered in the community service center to participate a special meeting for discussion. The meeting has been named the Forum of Prospects for Future with the subject of “humanity, culture and harmony – the green Shi Sha Hai”.

Shi Sha Hai is a treasured site in Beijing, which has a rich cultural history and environment. It is also a key site and hot spot for the renovation project for the old city. The changes in recent years have brought about many new issues to the community. The forum has been designed to introduce a new way to implement a series of actions step by step, which include review of the past, examination of the present, prospects for the future, agreement on the common objectives, formulation of the measures for action and so on. The participants would make analysis and summary and think about and explore on the issues all together. Finally they would reach an agreement on common objectives and action plan seconded by the majority of the people.

The Forum of Prospects for Future was organized by the Shi Sha Hai Street Administrative Office of Xi Cheng District, the Shi Sha Hai Community Service Center of Xi Cheng District and four other nongovernmental organizations, which include Friend of Nature, Beijing Global Village, the Research Center for Chinese Environment and Perpetual Development Data, and Beijing Si Tuo Zhe Consultancy Center for Education Information. The Forum was sponsored by the Heinrich Boll Foundation from Germany. It also gained much support from the China Shi Sha Hai Website.

The Forum of Prospects for Future is a new way for habitants to participate the management and administration of the community. This method has been popularized worldwide and applied with success in many countries and regions. Shi Sha Hai is the second community area to hold the Forum in Beijing. The unique things about the Forum include motivating the capability of the habitants of the community area for self-management, forming the rules and activity plans from grassroots by the habitants, launching and implementing the rules and plans by themselves.
