  Hardly any other subject has received as much international attention in the last decades as that of the environment. In China, with its rapid economic development, it has by now become the focus of public attention and worry. Heinrich Böll Foundation offers a platform to share the foundation’s long time international experience in the field of environment and to discuss challenges and solutions for globally sustainable development. 
 
 
  China Civil Society Climate and Energy Platform
 
 
 

Climate change has become a major threat to people’s health and security, as well as to agricultural and economic stability world wide. China is one of the major emitters of green house gases and at the same time one of the countries that is most adversely affected by climate change.
The Chinese government has committed to implement a national climate plan to address high energy consumption and climate change. Still the involvement of China’s civil society and business community in a national climate and energy strategy debate remains limited, mainly for lack of technical knowledge and a deeper understanding of the issues.

This project aims to engage Chinese NGOs in a national and international debate that promotes a way out of the carbon based economy and offers sustainable solutions for China’s and global energy needs. A platform should be provided for the Chinese Climate Action Network, a group of Chinese environmental NGOs, which work constructively on energy efficiency, renewable energies and other solutions to tackle climate change issues.

Heinrich Böll Foundation (in cooperation with CANGO) designs and organizes training workshops for representatives of more than 20 Chinese NGOs. A selected group of participants has been to Germany to exchange ideas with German organizations and to visit the headquarters of the United Nations Climate Program (UNFCCC).  This visit was coordinated by the German NGO BUND in order to foster relations and exchange between Chinese and German environmental groups.In December 2007, the expert group of the Chinese Climate Action Network is going to represent the Chinese NGOs at the UNFCCC Climate Conference in Indonesia.


 
 
  Environmental TV training project
 
 
  The environmental challenges linked to China’s rapid growth have become the centre of attention for China’s government and the general public both in China and abroad. While degradation of natural resources and pollution continue to pose a major threat to sustainable development and public health, there is still a lack of well researched and engaging TV programs on environmental topics. Economic news and reports mostly disregard ecological aspectsissues, and environment documentaries and other formats often lack scientific accuracy and seldom prove appealing for to viewers. Environmental programmes, however, do have the potential to draw audiences and can be an excellent tool for raising awareness and creating support for the cause of environmental protection.

The training is organised by HBF in cooperation with DW Academy (Germany’s International TV training centre) and SEPA. An additional partner is the China Environmental Awareness Programme (CEAP) hosted by UNDP. The training activities will take place in Beijing and consist of 2 parts: environmental background information and practical exercises. A number of TV professionals from provincial TV channels will participate in the training and, during the course, will produce in the course short environmental TV-films, which will subsequently be aired on their home channels.


 
 
  Wuxi Emission Reduction Project - Capacity Building and Policy Recommendation
 
 
 

China’s development is facing serious challenges from problems created by environmental degradation and energy shortages. The Chinese government wrote obligatory goals for environmental protection into the “Eleventh 5-Year Development Plan”, including a 10% reduction of major pollutants and a 20% reduction of energy consumption per capita GDP by 2010. Consequently, governments at different levels need to find adequate solutions which meet energy efficiency and emission reduction targets. Since the national government has already launched many initiatives at the national level, the approach of this project is to discover is any of these solutions for energy efficiency can be replicated at a city level. The city of Wuxi in Jiangsu Province has been chosen as the pilot city.

The project will be carried out by the Fuping Institute of Environment and Development (IED) in close cooperation with the Southern Yangtze University (SYU) in Wuxi and the Wuxi Government. The project team will collect relevant data and statistics to analyze the current energy consumption structure of municipal services, transportation services, the construction industry, residential use and industrial use. The current state of energy efficiency management will be determined afterwards by analyzing several factors. These include planning activities and measures for energy efficiency related to industrial restructuring taken by the local government, as well as the status of energy efficiency management in terms of administrative structures and policies. Lastly, general research of national and foreign literature and models will seek to define best practice for energy efficiency management and to identify policies which can be adapted to Wuxi’s situation. The results will be introduced to the stakeholders in final training sessions.
